Term limits.
3 September 2003 18:00There are arguments for and against term limits. And I find that both have valid points. Turnover is good. Experience is good. One of the problems is that of using a term in office not for the office but to wage a political campaign. I have an idea. It's very simple, and therefore likely has some horrible flaw that I am overlooking. It is this: A person may run, and hold office, for as many terms as he or she wishes. These terms, however, must never be consecutive.
