This is a straw poll? (Absolutely no pun intended. Really!!) I see "paper or plastic" I think "shopping bags". I didn't think there were such things as paper straws.
The pun was very much intended, at least when I committed it. Yes, it is rather like the standard checkout question. I often still get asked that even if I bring in a stronger reusable bag.
And yes there are or at least were paper straws (paper with some wax) that I don't think I've encountered since primary school. They were only good for a single use as even with the wax they eventually got soggy. I think they were likely cheaper than plastic or could be more safely burned in the incinerator that was still in use at the time.

Yes, that's infuriating. I take my Bag of Holding with me to the supermarket and open it out at the bottom of the belt, and the checkout girl will *still* tear off a plastic carrier bag and proceed to stuff my shopping into it in a haphazard fashion instead of handing it to me to carefully pack into the Bag.
The shop signs then berate the *customer* for having used a carrier bag. Not me, it was your staff that did it, even after I asked them not to.
