Does anyone know of a Linux web browser that:

1. Is low-impact (isn't sluggish on a Pentium II with 64 MB RAM)
2. Is graphical
3. Handles CSS
4. Handles javascript

I've looked for such a thing and not found it, but I can so easily miss things. I've tried Dillo which meets criteria 1 and 2, but doesn't meet 3 and 4. Firefox, unfortunately, is sluggish on such hardware.

Any ideas?

Opera partisans always talk about how fast it is, and it has pretty decent CSS support, so you might want to try it. (Free if you're willing to put up with the ads, or if you caught them during the 24-hour party a week or so ago and grabbed a free license.)

I haven't tried a recent version of Opera on this class of system.. yet. I do use Opera as my primary browser my main, faster system. I've been using Opera since I encountered Opera 2.12 which was amazing for its time - suddenly I was in control. I think just the ability to de-animate animated GIFs is what got me to register that version - the rest was bonus. It's been amusing to see people go on about "new" features (tabbed browsing, for example) when I've been using those features for years

Gee, maybe it's a measure of my level of tolerance, or the fact that having dialup means things are slow anyway. But I ran Firefox on a P1 at 166 MHz for the last year and more and didn't think to call the software sluggish. The CPU and the connection, yes. Compare Firefox to Mozilla, and you'll see the real meaning of sluggish. :)
